The author is a faculty member at the University of Białystok, employed as a Professor at the Faculty of Law, where he heads the Department of Administrative Law and Procedure. He is the author of more than 200 scholarly publications, specialising in the field of administrative law and administrative procedure. Among his most significant academic achievements is his role as editor and co-author of volume III of the “System of Administrative Procedural Law”, published by Wolters Kluwer in 2020. He has been also a practitioner adjudicating in administrative matters for 35 years.

Doctor of legal science, assistant professor at the Chair of Administrative Law and Procedure at the Faculty of Law, University of Białystok. An experienced employee of public administration bodies. A member of the National Development Council – Council for Local and Regional Government to the President of the Republic of Poland. From 2019 to 2024, he was the Chairman of the Commission for Eastern Poland of the Union of Provinces of the Republic of Poland. He has many years of experience in representing entrepreneurs in the construction investment project process and has cooperated as an expert with renowned law firms. In 2018–2019, he was a member of the Advisory Team to the Minister of Development and Investment for the preparation of the objectives for the reform of the investment and construction process and the planning and development systems. He is the author and co-author of more than 100 articles and chapters in collective works, including those published in peer-reviewed scientific journals.
